Oman is the quietest of the Gulf's e-invoicing programmes and, for service providers, possibly the highest-leverage one — because the confirmed steps are exactly the ones that decide market position.
What's confirmed
In early January 2026 the Oman Tax Authority confirmed adoption of the Peppol framework for its Fawtara programme and became a Peppol Authority — giving it control over local accreditation and the country specialization of the invoice format. The model is a 5-corner CTC: accredited service providers exchange invoices, with the OTA receiving tax data as the fifth corner. Structurally, it is the UAE's pattern with a local profile.
Three milestones are real and dated: the technical sandbox opened in February 2026; service-provider accreditation opened in May 2026; and Phase 1 — a pilot with the 100 largest VAT-registered taxpayers — starts in August 2026.
What's indicative
Roadmap coverage points to Phase 2 (all large VAT payers) around February 2027 and Phase 3 (all remaining VAT-registered businesses) around August 2027, with full rollout broadly expected by 2028. Treat those as planning assumptions, not regulation — they have not been fixed in final rules.
What hasn't been published at all
Penalty schedules. The final format specification (a PINT-style Oman specialization is expected, following PINT AE and PINT MY). Detailed scope edge cases. Any vendor presenting these as settled is selling, not informing.
Why the next sixty days outweigh 2027
Two gates are open right now: the accreditation window and the pilot cohort. The hundred largest VAT payers will pick providers once, before August, and those choices will anchor the reference market everyone else follows in 2027. As in the UAE, credible accreditation submissions hinge on demonstrated ERP integration capability — the slowest capability to build and the easiest to borrow.
